Do I need a Haltech ECU to add extra sensors?

No. You just need a standalone ECU with spare inputs available for the additional sensors.

Do I need a wideband controller to fit a wideband sensor?

It depends on your ECU. Some have a wideband controller built in, while others need an external one installed to run it.
